政治转型进程、公共安全及军队

北非及缅甸当前的发展，显示出政府推行政治开放，会引发不安定状态， 也许甚至会引起暴力活动。由于国家安全力量自身也处于极大的调整适应 压力之中，处理发生的这类问题，颇为棘手。

解析

尤其在独裁体系过渡到民主体系的这一阶段，人们探讨暴力及政治转型进 程二者之间的关系。政府发生改变的时候，国家安全力量也同时陷入到极 大的改革压力之中。这一阶段面临的关键挑战就是，如何采取不会危及政 治转型的手段，来制约暴力。

• 政治转型进程之中，获取国家权力和资源方面的现行游戏规则，发生 了改变。因此，尤其须重新定义平民精英及军事精英之间的关系。

• 转型方式、国家机构的能量大小、外界干预，都影响着公共安全领域 的问题局面，对制约暴力的可能性造成影响。

• 民主化旨在对军队、警察进行民主控制，并在安全问题方面采取法制 国家的解决方式。但是，对安全领域进行改革，至少在短期或者中期 内，将会减少国家对暴力制约方面的能力。

• 如何处理安全领域方面的问题，对政治转型的进一步走向，起着决定 性影响。即使成功实现了民主化，在这种情况下，国家安全力量有可 能长期采取高压手段。
