德国针对新兴大国的新战略

2012年2月8日，德国联邦政府颁布了与新兴大国合作的方针。外交部长 Westerwelle认为，新兴大国在经济领域颇为重要。同时，他强调，这些 国家“在政治、文化方面，亦早已成为新兴力量中心”。

在欧洲及美国，越来越多的人清楚地意识到，中、印经济上紧追欧美，不 仅如此，它们还与其他的地域大国开展合作。这两个国家在世界政治舞台 上的影响力得到增强。一个崭新的时代开始了。德国必须重新调整自我， 重新定义自身的政治与经济角色。

• 过去数十年内，中国、印度、巴西及其他的地区性新兴大国，经济高 速发展，社会福利程度提高。它们成为世界经济的新支柱。

• 欧盟现身陷经济危机，缺乏政治连贯性，因此，它益发沦为边缘角 色，而美国经济呈现颓势，似乎将丧失其旧有的政治主导地位。

• “金砖五国”（巴西、俄罗斯、印度、中国及南非共和国）以及所谓 的“新钻十一国”（“next 11”），如土耳其、印度尼西亚、越南、 哥伦比亚，它们一方面经济活力强劲，虽然它们仅为中等收入国家或 者发展中国家；另一方面，它们开始结成新的联盟。在安全问题、世 界贸易决策或气候政策以及发展政策这些国际事务上，这些国家发挥 着日益重要的作用。

• 德国作为欧洲经济的火车头，必须明确目标、主动应对，切不可消极 以待。德国联邦政府应深入研究同“金砖五国”、“新钻十一国”合 作的机会，并相应地同它们共同构建务实的新政策，但是，这一政策 应不仅仅拘囿于经济利益。

• 而在欧洲范围内，德国也必须重新定位。
