Regionalorganisationen in Afrika – eine Bilanz

Am 14. Mai 2012 verkündete die ECOWAS-Kommission, sie habe ihre Einsatztruppen (Standby Force) in Alarmbereitschaft versetzt, um in Mali einen humanitären Korridor zu schützen, und sei bereit, die territoriale Integrität des Landes wiederherzustellen, sobald ein entsprechendes Hilfsgesuch der malischen Regierung vorliege.

Analyse Die Interventionsbereitschaft der ECOWAS symbolisiert die zunehmende Bedeutung regionaler Organisationen auch in Afrika. In den letzten Jahrzehnten sind auf dem Kontinent zahlreiche Regionalorganisationen entstanden, die helfen sollen, wirtschaftliche, politische und sicherheitspolitische Probleme zu lösen – bislang allerdings mit sehr unterschiedlichem Erfolg.

• Derzeit existieren in Subsahara-Afrika 16 Regionalorganisationen. Sieben davon werden von der African Union (AU) als regionale Wirtschaftsorganisationen anerkannt.

• Das Integrationsniveau der einzelnen Regionalorganisationen unterscheidet sich erheblich voneinander, wobei die von der AU anerkannten die besten Perspektiven haben.

• EAC, ECOWAS und SADC haben die meisten Integrationsfortschritte erzielt – allerdings jeweils ganz unterschiedlich im wirtschaftlichen, sicherheitspolitischen und politisch-institutionellen Bereich.

• Während gemeinhin nach dem Vorbild Europa die wirtschaftliche Integration als Basis der weiteren Integration angesehen wird, folgt die regionale Integration in Afrika offenbar auch sicherheitspolitischen Impulsen.
