Nairobi 2006 – Erwartungen und Enttäuschungen in der internationalen Klimapolitik

Im November 2006 fand in Nairobi, Kenia, eine große internationale Klimakonferenz statt. Diese Konferenz war, angesichts jüngster Ereignisse, mit hohen Erwartungen verknüpft. Nach allseitiger Einschätzung wurden diese nicht erfüllt, die internationale Klimapolitik machte keine echten Fortschritte.

Analyse: Die äußeren Umstände für eine aktivere internationale Umweltpolitik waren vor der Konferenz in Nairobi günstig, die Tagungsordnung war ambitioniert; die sich bietenden Chancen wurden allerdings nicht genutzt.

• Es mangelte bei den Beteiligten an einer originären Konferenzstrategie, die vorher öffentlich hätte debattiert werden müssen.

• Ehrgeizigere Ziele im Rahmen eines Kyoto-II-Vertrages und die Stärkung umweltpolitischer Institutionen wurden gar nicht erst diskutiert.

• Eine erforderliche Nachjustierung der mit dem Kyoto-Protokoll vereinbarten Instrumente fand nicht statt.

• Einzig nennenswertes neues Angebot der EU war die Einrichtung eines moderat dimensionierten Energiefonds; andere Teilnehmer gingen keine weiteren Verpflichtungen ein.

• Eine Stärkung des unzureichend ausgestatteten Umweltprogramms der Vereinten Nationen (UNEP) unterblieb.
