Japans Regierungspartei LDP wählt einen neuen Vorsitzenden

Am 11. Juli entschied der Vorstand der Liberaldemokratischen Partei (LDP), die in Japan seit 1955 fast ununterbrochen an der Regierung ist, dass die kommende Wahl des Parteipräsidenten am 20. September stattfinden wird.

Analyse Jun’ichirō Koizumi, LDP-Präsident und Regierungschef seit April 2001, kann bei der Wahl nicht wieder kandidieren. Wer sein Nachfolger wird, ist von größter Bedeutung für die weitere innen- und außenpolitische Entwicklung des Landes. In Koizumis über fünfeinhalbjähriger Amtszeit als japanischer Regierungschef – der drittlängsten in der Nachkriegsgeschichte – hat der Premier eine Reihe von Strukturreformen im politökonomischen System wie auch in der Regierungspartei auf den Weg gebracht. Aber Koizumi hinterlässt seinem Nachfolger auch einige große Herausforderungen:

• Die massive Staatsverschuldung Japans schränkt die Handlungsspielräume der japanischen Regierung stark ein.

• Der neue Regierungschef wird sich entscheiden müssen, ob er organisierte Interessen – die traditionellen Unterstützer der LDP – wieder stärker an die Partei binden will. Koizumi hatte besonders auf nicht parteigebundene Wähler gezielt.

• Der schwierige Umbau des Sozialstaates und insbesondere dessen stärker auf Steuern basierende Finanzierung stellt eine, wenn nicht die zentrale Aufgabe der Regierung dar.

• Eine Verbesserung der Beziehungen Japans zu seinen nordostasiatischen Nachbarn ist dringend geboten.
