Ensuring transparency is a key activity of the WTO. The Trade Policies Review Body (TPRB) drafts periodic reports on countries’ trade policies. Article 25 of the SCM agreement obliges members to notify the WTO of their extant subsidies. When a member deems it has no meaningful subsidies to report, it makes a ‘nil’ notification. These reports are used by the TPRB and other member countries to conduct trade effect analyses.

From 1995, there has been a clear uptick of members not notifying the WTO about their subsidies. The number displayed on the graph refers to the number of member countries in each category.
