For a region as troubled by the pandemic as Latin America still is, the capacities displayed so far by some of its states to respond promptly to the needs of their emigrants have been remarkable. These capacities have been built over years in the field of emigrant policies, and sets important precedents for other regions elsewhere.

The EU's dominant perception of migration as a "crisis" is extremely Eurocentric, as migration to the EU is minimal compared to other regions of the world. How do non-EU states such as Tunisia and Turkey, view not only migration movements perceived as “critical” within the EU but also the ensuing migration agreements?
